MGCS may be just for what you are looking for if you want and simple customer support program with an optional web interface. The windows application lets you easily report and search customer contact information. The web based interface will allow you to restrict staff members, if you like, so that some CSRs have add-only ability while others can be allowed to edit and delete contact information. The windows application is multiuser capable.
